Job Description

As a Technical Program Manager at Google's HR Engineering, Core Project Management Organization, you'll lead complex, multi-disciplinary projects. You will work with stakeholders to plan requirements, manage project schedules, and communicate across teams. Responsibilities include centralized planning and execution of cross-functional engineering efforts, establishing governance over prioritization decisions, building relationships with executive stakeholders, defining project success metrics, and performing technical due diligence. You'll manage various high-impact, cross-team projects supporting foundational technology. The role requires strong leadership, communication, and problem-solving skills, along with experience in technical program management and HR technology.

Must have:

Bachelor's degree in CS or related field
5+ years in technical program management
Cross-organizational program coordination experience
Excellent communication and leadership skills
Experience in operational excellence, product excellence, equity, and accessibility

Good to have:

Experience with HR technology
Strong program management fundamentals
Problem-solving and organizational skills

Minimum qualifications:

Bachelor's degree in Computer Science, a technical field, or equivalent practical experience.
5 years of experience in technical program management, coordinating cross-organizational technical programs.
Experience in helping teams measure and improve operational excellence, product excellence, equity, and accessibility.

Preferred qualifications:

Experience with human resources technology process/industry.
Excellent leadership, people, and communication skills with the ability to interact with technical and non-technical groups.
Excellent program management fundamentals on technical cross-functional projects (e.g., planning, execution, estimation, risk management, stakeholder management).
Excellent problem-solving, agreement discussions, and organizational skills.

As a Technical Program Manager at Google, you’ll use your technical expertise to lead complex, multi-disciplinary projects from start to finish. You’ll work with stakeholders to plan requirements, identify risks, manage project schedules, and communicate clearly with cross-functional partners across the company. You're equally comfortable explaining your team's analyses and recommendations to executives as you are discussing the technical tradeoffs in product development with engineers.

HR Engineering is responsible for building the systems used to hire, grow, and retain Google's talent. We partner with POps (People Operations) to build First-party products and implement Third-party solutions that help drive people’s success.

In this role, you will work to support foundational technology. In this role, you will have the opportunity to manage various high impact, cross-team projects.

The Core team builds the technical foundation behind Google’s flagship products. We are owners and advocates for the underlying design elements, developer platforms, product components, and infrastructure at Google. These are the essential building blocks for excellent, safe, and coherent experiences for our users and drive the pace of innovation for every developer. We look across Google’s products to build central solutions, break down technical barriers and strengthen existing systems. As the Core team, we have a mandate and a unique opportunity to impact important technical decisions across the company.

Responsibilities

Own and drive centralized planning and execution of complex, cross-functional, multi-pillar engineering efforts.
Establish governance over prioritization decisions to ensure alignment with key success metrics and structures for execution across multiple organizations.
Build and maintain relationships with executive-level stakeholders (technical and non-technical) across diverse teams, ensuring alignment and executive buy-in. Use judgment to build consensus, drive projects, schedule, plans, execution, and communication across organizations.
Define relevant project success metrics, track progress, and clearly communicate results to executives and project partners. Design and execute portfolio tracking mechanics to enable informed decision making, clear prioritization, and easy risk management across the portfolio.
Perform technical due diligence to evaluate engineering scope, determine milestones, timeframe, and engineering resourcing needs.
