Summary

This Contract Administrator position is responsible for sourcing and procurement of contractors/consultants, and managing major contracts' day-to-day administration, including pre- and post-award activities. Responsibilities include understanding contract clauses, assisting with project administration, managing variations and change orders, tracking contractual issues, cost control forecasting, and maintaining relationships with contractors and project teams. The role also involves pre-qualifying consultants and contractors, preparing RFPs/IFBs, evaluating bids, negotiating terms, preparing contract documents, managing change orders, payment certificates, and completion certificates. Post-award administration, claim negotiation, contract close-out, and providing feedback to contractors are also key responsibilities. The ideal candidate will have at least 5 years of construction contract administration experience.

  • Proficiency in contract drafting and management
  • Experience with RFP/IFB processes
  • Knowledge of contract law and processes

  • Experience with theme parks and resorts
  • Architectural, engineering, or construction background
  • Knowledge of SAP and/or e-commerce applications
  • Bi- or multi-lingual
  • HKIS or RICS membership

Job Summary:

GENERAL ROLE DESCRIPTION:

This position is responsible for sourcing and procurement of contractors / consultants and performing day to day administration of major contracts as well as pre- and post-award contract administration.

CORE FUNCTION & RESPONSIBILITIES:

  • Have a detailed understanding of the base scope and contract clauses for major contracts
  • Assist the project team with the daily administration of the contract
  • Provide the key point of contact for variations and change management
  • Lead the settlement of change orders within specified periods of time
  • Assist with the assessment of project milestones and progress claims
  • Track contractual issues, notice of claims, extension of time claims
  • Assist project team with cost control forecasting and preliminaries management
  • Develop & maintain excellent consultant, contractor and project team member relationships. This includes managing feedback from consultants, contractors and internal feedback on teamwork/relationships to effectively manage major contracts
  • Pre-qualifies architects, engineers, designers, other consultants and contractors
  • Assists the PM with obtaining Reputation Check approvals (FCPA) of all applicable consultants, contractors and vendors
  • Prepares Requests for Proposal or Invitations to Bid and leads the bidding process
  • Evaluates bids, negotiates price, scope, terms and conditions, schedule, and makes award recommendation
  • Application of International Labour Standards (ILS) for Vendor factories
  • Prepares contract documents and secures execution of same
  • Performs post-award administration, including the negotiation and issuance of Change Orders, Settlement Records, contra charges and critical correspondence
  • Preparation of Monthly Payment Certificates
  • Drafting and negotiation of Supplemental Agreements
  • Preparation of Completion Certificates
  • Assembles Design and Material Warranties
  • Chairs or participates in meetings with contractors and vendors
  • Provides input to contract status for reporting to management
  • Identifies and advises management of potential and existing problems with contractors, focusing on claims avoidance
  • Provides input to and supports contractor claim negotiations
  • Performs contract close-out and coordinates same with other disciplines
  • Provide feedback to unsuccessful contractors, suppliers and vendors and foster long lasting relationships in the market

TECHNICAL SKILLS AND REQUIREMENTS:

  • Minimum of 5 years experience in the construction contract administration profession (or equivalent)
  • Proven problem solving ability; applies sound judgement and good business sense; can see hidden problems; can think globally
  • A foundation of technical knowledge applicable to WDI’s products and services is preferred.  The ability to apply this knowledge to responsibilities of the position
  • Proven knowledge of contract issues and processes in a dynamic, matrix organization
  • Ability to effectively communicate with respect, diplomacy and tact in a variety of settings and styles, both internally and externally
  • Ability to learn quickly and work effectively in a fast-paced, project-based environment
  • Ability to build and maintain constructive and effective relationships
  • Strong organizational, planning, analytical, negotiation and conflict resolution skills
  • Experience in drafting procurement documents
  • Demonstrated proficiency with contemporary Microsoft PC applications

  • Ability to create a climate in which team or project members are inspired to participate with the contracting process.  Displays integrity, honesty and trust, invites input, listens and shares ownership and visibility

EDUCATION, TRAINING, KNOWLEDGE AND SKILLS:

  • A Bachelors Degree in Quantity Surveying, Engineering or related discipline (or equivalent work experience)
  • A member of the HKIS or RICS would be an advantage
