To support in reviewing, designing and managing accounting systems of the World Relief South Sudan Program by ensuring that financial transactions are fully accounted for. The Deputy Director of Finance oversees the financial management and coordination of special projects requiring a dedicated team to implement and oversee project operations.

Role & Responsibilities

    • This role is responsible for supervising others and includes responsibilities consistent with supervising employees including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.
    • Provide technical supervision, oversight and training to particular finance staff at the Juba and field offices including consolidating monthly cash needs from budget holders and compile monthly Country cash forecasts and ensure timely submission of information to the Director of Finance and Administration for further reviews and approvals. 
    • Lead and coordinate the close of monthly books of accounts for timely submission to WR Home Office.
    • Coordinate regular monthly BVAs (budget vs Actual reports) and follow up meetings with respective program unit/s. He or she will be directly responsible for timely and accurate preparation and presentation of monthly BVAs.
    • Ensure in country cash flow is smooth covering all activities and in the field offices. He/ she will be directly responsible for reconciliations of bank accounts and accounts receivables/ payables on regular basis, overseeing timely preparation, review and approval of all monthly bank account and cash reconciliations whilst supporting on bank relations and bank account activities.
    • Assist in the development of grant budgets and proposals ensuring that internal cost allocation and other relevant policies are met with each submission.
    • Reviews and consolidates financial reports, fund requests and budget of consortium member agencies timely and up to high standards as the grant calendar and terms dictates. 
    • Monitor budget utilization of the consortium unit and consortium members and take appropriate action on any significant variances. 
    • Perform spot checks for consortium partners’ management of project funds. 
    • Contribute to the development of risk register on financial and logistics and review it on an ongoing basis developing and improving appropriate controls to mitigate the risk as appropriate in compliance with donor policies and procedures 
    • Oversee the protection of the projects’ assets through the enforcement of internal control policies and procedures. 
    • Monitor fixed assets register of all assets acquired with consortium funding and ensure timely reporting, proper tracking and disposal procedure as per the grant agreement. 
    • Maintain an effective & efficient system of internal controls which comply with consortium financial guidelines to minimize the risk of fraud or misappropriation. 
    • Participate in weekly coordination calls and updating the team on financial activities. 
    • Enforce financial regulations and requirements of the RSRTF and USAID/BHA projects. 
    • Review and maintain both hard and soft grant documentation and reports ensuring that schedule for Donor reporting is respected, and all report formats are compiled in an accurate and timely submitted to the Director of Finance and Administration for verification and approval. 
    • Responsible for entering approved budgets in CYRUS ERP System ensuring the right coding and mapping of grant budget lines and WR Chart of Accounts (CoA).
    • Prepare specific donor financial reports in respect to accounting, legal and contractual requirements and ensure the review of such reports by the Field and Program Managers prior to submission.
    • Work closely with Programs and Grants Departments, ensuring that donor finance guidelines, formats and processes are understood by all colleagues at the start of each project and being adhered to throughout the project.
    • Stay abreast of various grant regulations and requirements, tracking and monitoring changes and interpretations of US Federal, UN, and national grant regulations.
    • Maintain current knowledge of local government requirements related to financial matters ensuring compliance with tax regulations and other legal requirements.
    • Support in the completion of internal control audits/ partner due diligence evaluations and initiate necessary actions to correct control weaknesses.
    • Contribute to capacity building and sharing of knowledge within the finance department. Also, maintain responsibility for transparency and accountability and implementation of policies and guidelines including donors.
    • Provide constructive suggestions relative to enhancing current procedures on the existing World Relief policies and procedures.
    • Support existing team and the Director of Finance and Administration in day-to-day finance operations and accounting and reporting matters.
    • Ensure collaboration and cooperation with Program and Logistics Department on cross-cutting issues.
    • Possible field visits to the projects in South Sudan to follow-up financial procedures in the project areas and build capacity of the staff.
    • In periods that the Director of Finance and Administration is absent, act as senior finance focal point/ Officer In Charge (OIC) for the World Relief South Sudan program and perform other duties and tasks as assigned by the Director of Finance and Administration/ Country Director from time to time.

Knowledge, Skills, & Abilities

    • Bachelor’s degree in Finance, Accounting, Business Administration or a suitable field, Master’s Degree or recognized professional certification such as CPA, preferred.

WORK ENVIRONMENT: 
 
·         General office setting. World Relief also offers hybrid and remote schedules for limited positions.
·         Great lengths of time working on computer, reading from computer screen, entering information, standing at copier or fax machine, and some time on the phone or in virtual meetings may be required.
·         Year-end archiving activities involve repeated lifting and bending.
·         Physical, emotional and intellectual demands
